Internet Explorer doesn't use profiles. It's a limitation of the browser itself, not the IE driver. As such, there is no way to automatically download files to a specified location with Internet Explorer. As far as I am aware, there is no difference between Microsoft Edge and Internet Explorer with respect to using "profiles.

It's best to change the default download location when you've just set up a new Windows 10 computer, recently reset your computer, or have only a few files in your original Downloads folder. It may take some time for the files to move from the old path to the new path. Create a new folder for your downloads.
Create this folder in a location in a disk that's not the C: drive. Alternatively, if you already have a folder you want to use for your downloads, make sure it's in a location other than the C: drive. Access your original Downloads folder through File Explorer. If your computer has multiple user accounts, you'll have to change the new download path separately.

Unfortunately as Internet Explorer modern app is optimized for Touch User Interface hence there is no option to save the file in an alternate location. However you may change the default download path of the Internet Explorer using the steps provided by Monisa Venkataraman in the above post.
